The aim of the school is to ensure water and food security by improving the efficiency of water resources use and management, their conservation and reproduction.
The objectives of the school are to take comprehensive measures on development of water management complex, for integrated management of water resources, ensuring their rational use and protection including:
- EU directives;
- peculiarities of national legislations;
- interstate agreements;
- existing systems of state water resources management in various countries, governance bodies;
- problems of water management complexes, conflicts of water users' interests;
- protection of water bodies against degradation, depletion and pollution;
- protection of rivers, water protection zones and coastal strips;
- basin principle of water resources management;
- planning of water management measures;
- drawing up integrated water resources use and protection schemes;
- payments for negative impact on water objects;
- payments for water use;
- melioration, recultivation and land protection.
Yespolov Tlektes Isabayevich is a well-known scientist in the field of natural resources management in Kazakhstan, a major organizer of higher school, initiator of many scientific, educational and innovative projects.
He is a member of the executive committee of the global consortium of agrarian universities and sciences GCHERA, the chairman of the Council of Rectors of leading agrarian universities of the CIS, as well as the chairman of the Council of Rectors of universities of the Almaty region.
The scientific activity of T.I. Yespolov is focused on the effective management of water resources, water security in Kazakhstan and is devoted to economic assessment and management of the reproduction of natural resources in the country under conditions of development of market relations.
He is the author of more than 500 scientific and educational works, including more than 30 monographs, textbooks and manuals. He is the owner of more than 40 patents and inventions. He created a big scientific school of scientists agrarian- economists. Under his supervision 66 candidates of sciences, 25 doctors of sciences and 7 PhDs were trained.
Jointly with scientists from the Institute of Geography, the monograph "Water Resources of Kazakhstan: Assessment, Forecast, Management" was published. This is a unique scientific work in 30 volumes, which was published for the first time in the history of Kazakhstan and has no analogues in the CIS.
T.I. Yespolov takes an active part in the public and political life of Kazakhstan, in particular, as a member of the Commission on Human Rights under the President of Kazakhstan.
